The basis of the program of the «Sound Around Kaliningrad – 2013» festival will consist of collaborative projects by sound-artists from Lithuania, Poland, and Russia.

Beforehand the artists will establish communication within the framework of the artistic residencies during the Lithuania-Poland-Russia ENPI Cross-Border Co-operation Programme 2007-2013. During the festival musicians from Germany, Latvia, and Mexico will also perform. Festival will take place on June 6-8, 2013. A number of workshops, lectures, concerts, exhibitions, film and video screenings held during the festival will represent a wide range of artistic works that have sound as a main component.

“Sound around Kaliningrad” is an international festival which is a unique opportunity for the Kaliningrad audience to get introduced to the works of the leading European musicians who work with contemporary experimental music and sound art and help create a platform for professional exchange, education and cooperation between international and Kaliningrad sound artists and musicians.
The first “Sound around Kaliningrad” festival was held on May 24-26th 2012 in several city sites (mansard of the Kronprinz barracks, Kaliningrad zoo, Reporter club, Kvartira club) and featured in a number of formats that helped to represent sound art and experimental music: concerts, performances, installations, workshops, screenings.

The project is implemented within the framework of Lithuania-Poland-Russia European Neighbourhood and Partnership Instrument (ENPI) Cross-border Cooperation Programme 2007-2013. The programme is cofinanced with funds from the European Union and the Russian Federation, the purpose of the project – to promote cooperation among Lithuania, Polandand Russia through development of bilateral and trilateral relations.

Participation of Klaipėda Culture Communication Centre in the above EU programme represents an innovative form of partnership, as so far, there was no institutional cooperation framework operating on permanent basis in the area of contemporary art to cover cross-border regions of Lithuania, Russian Federation and Poland. Planned activities of the project involving target groups of participants of different age and needs shall combine various aspects of cultural heritage, design, contemporary art and tourism.

The programme is co-financed with funds from the European Union and the Russian Federation, the purpose of the project – to promote cooperation among Lithuania, Poland and Russia through development of bilateral and trilateral relations.

The total cost of the project “Close Stranger” is 873,620.59 EUR. The EU co-financing to the project amounts to 768,786.12 EUR (88%), i.e. 2648468.1 LTL. Co-financing from participating institutions – 104,834.47 EUR (12%).

During 50 years of enlargement these countries together have built a zone of stability, democracy and sustainable development whilst maintaining cultural diversity, tolerance and personal freedoms. Lithuania-Poland-Russia European Neighbourhood and Partnership Instrument Cross-border Cooperation Programme 2007-2013. The aim of the Programme – to promote economic and social development on both sides of the EU-Russian border, addressing common challenges and problems, and promoting people to people cooperation among neighbouring countries. Under the Programme, legal non-profit organizations from the Lithuanian and Polish border regions and the entire Kaliningrad oblast implement joint projects co-financed by the EU.
